About DTA
The Department of Transitional Assistance (DTA) assists and empowers low-income individuals and families to meet their basic needs, improve their quality of life, and achieve long term economic self-sufficiency. DTA serves one in eight residents of the Commonwealth with direct economic assistance (cash benefits) and food assistance (SNAP benefits), as well as workforce training opportunities.
This is a provisional appointment.
POSITION OVERVIEW
We are seeking qualified applicants for the position of Cash Case Worker. Our ideal candidate will provide exceptional customer service to all DTA clients and demonstrated knowledge of Transitional Aid to Families with Dependent Children (TAFDC) and Emergency Aid to Elderly, Disabled, and Children (EAEDC) programs and employment services.
Our ideal candidate will be responsible for completing eligibility determination related activities and helping clients access other services that could stabilize or improve the clients’ situation. On a daily basis, the ideal candidate will execute case management and case maintenance activities regarding cash assistance.
The duties for this position include but are not limited to:
• Perform all case maintenance and case management task related to TAFDC and EAEDC, as well as assist with additional assistance for benefits, referrals to other state agencies, health care providers and other resources to support clients as necessary.
• Assist clients with determination of initial and ongoing eligibility for TAFDC, EAEDC and employment services and refers client to appropriate programs to obtain employment.
• Prepare and deliver explanations of eligibility decisions.
• Conduct interactive interviews; utilizing the agency’s PC based eligibility system.
• Obtain, review, verify, interview and process client information and determine eligibility.
• Determine exempt or nonexempt status for clients of TAFDC and ensure all nonexempt clients comply with Welfare Reform.
• Assist clients with developing and implementing an employment plan as well as provide services that will ensure that clients find employment before the 24 months of time limited benefits expires.
• Provide guidance, resources and placement assistance, including job training and support services available in community, employment plans, education and skill assessments, child care, transportation and refer clients to appropriate programs.
• Issue identification cards to ensure that clients are receiving the appropriate benefits.
• Ensure all tasks assigned are accurate and completed to the farthest point of completion.
• Monitors sanction process by initiating procedures to reduce or terminate benefits for various aid programs and cash assistance in order to obtain clients’ compliance with employability plans.
• Evaluate and monitor client cases to ensure compliance with applicable rules, regulations and guidelines.
• Ensures client participation in employment program until self-sufficient employment is achieved.
• Report all Domestic Violence issues to the appropriate Domestic violence specialist immediately.
• Ensure all clients are made aware of ADA services provided by the required staff.
• Perform other related duties as required.
PREFERRED QUALIFICATIONS
• Demonstrate knowledge of referral sources available for providing services to clients, including available community support and social services resources.
• Demonstrate knowledge of the social and economic barriers of the diverse client population and the related impact on employability and self-sufficiency; employment barriers, the economically disadvantaged and behavioral issues.
• Ability to read, interpret, apply and explain the provisions of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities.
• Ability to read, interpret and apply Federal, State and local social services programs, laws, statutes and regulations that affect eligibility for financial assistance, such as: worker’s compensation, social security and unemployment insurance.
• Ability to gather and assemble items of information in accordance with established procedures, through questioning and observing individuals and by examining records and documents.
• Ability to communicate and maintain accurate records effectively both orally and in writing.
• Ability to understand persons from different ethnic, cultural and/or economic backgrounds.
• Ability to demonstrate empathy toward those with physical and/or emotional stress and maintain a calm manner in stressful and/or emergency situations.
• Ability to prioritize and organize several tasks.
• Ability to demonstrate problem solving skills.
• Ability to work under adverse working conditions.

Qualifications

SUBSTITUTIONS:
• A Bachelor’s or higher degree may be substituted for two years of the required experience on the basis of two years of education for one year of experience.

LICENSES:
