Former Fall River man to go on trial this month for alleged roles in murder of New York police officer, two others

Fall River, MA/Boston, MA/Rochester, NY – A former Fall River man charged for his role in multiple murders in separate incidents will see both cases consolidated in a trial this month.

According to Monroe County District Attorney Sandra Doorley, Monroe County Court Judge Julie Hahn issued a decision regarding the proposed consolidation of the indictments against Kelvin Vickers, Deadrick Fulwiley, and Raheim Robinson.

The decision stated that indictments against Vickers will be tried as one, but Fulwiley and Robinson (who was apprehended by Boston Police) will face trial at a later date. This means that on September 18, 2023, Vickers will face trial for the murder of Officer Anthony Mazurkiewicz, the attempted murder of Officer Sino Seng, in addition to the murders of Richard Collinge and MyJel Rand. He will also be tried for various assault, gun, and arson charges.

In September of last year, a grand jury indictment was unsealed charging Vickers, Fulwiley, and Robinson, with four counts of Murder in the 1st Degree, Attempted Murder in the 2nd Degree, Reckless Endangerment in the 1st Degree, twelve counts of Criminal Possession of a Weapon in the 2nd Degree, and Arson in the 4th Degree.

All three men were indicted on one count of Reckless Endangerment in the 1st Degree and six counts of Criminal Possession of a Weapon in the 2nd Degree in relation to a shooting on July 19 of 2022. All three were also indicted on four counts of Murder in the 1st Degree, Attempted Murder in the 2nd Degree and six counts of Criminal Possession of a Weapon in the 2nd Degree for the murders of Richard Collinge, MyJel Rand, and the attempted murder of a third victim on July 20, 2022. They were also charged with Arson in the 4th Degree in relation to an arson later on July 20.

Vickers, who was living in Fall River before going to prison on a 2019 charge, was indicted in August of 2022 on Aggravated Murder, Murder in the 2nd Degree, Attempted Aggravated Murder, Attempted Murder in the 2nd Degree, two counts Assault in the 2nd Degree and two counts of Criminal Possession of a Weapon in the 2nd Degree for the murder of Rochester Police Officer Anthony Mazurkiewicz, the attempted murder of Rochester Police Officer Sino Seng, and the assault of a 15-year-old girl which occurred on July 21.

According to Rochester Police, Officers Mazurkiewicz and Seng were attacked in an ambush. Vickers allegedly walked behind the police vehicle and fired 17 times. One bullet also grazed a 15-year-old girl.

Vickers criminal history includes juvenile contacts for Assault and Battery on an Officer at the age of 12, burglary related offenses, strangulation with a deadly weapon, assault with a deadly weapon, and two separate possession of firearms offenses. As an adult, Vickers has been convicted of possessing an unlicensed firearm.

Vickers was arrested by Fall River Police on gun charges in 2019 and, according to NBC Rochester, had recently been released from prison on those charges before the murders took place.

This case will be prosecuted by Monroe County District Attorney Sandra Doorley, First Assistant District Attorney Perry Duckles, and Assistant District Attorney Lisa Gray, Special Counsel to the District Attorney.
