Fall River Police lieutenant arrested twice in a week sees multiple charges dismissed

A Fall River Police lieutenant who was arrested twice in a week in Somerset in July has seen charges dismissed.

48-year-old Andrew Crook of Somerset was found dangerous after the arrests and was ordered into an in-patient treatment center. If he was released from the treatment center during the pendency of the cases, Crook had to be fitted with a GPS monitoring bracelet and was ordered to home confinement at a relative’s home until the disposition of his criminal cases. He also had to remain alcohol and drug free, not possess any firearm and have no contact with the victim in the case.

Last week, Crook saw two counts of assault and battery on a family member and one count of threatening to commit a crime dropped due to the victim refusing to co-operate. The OUI charge he was facing was continued 18 months without a finding. Crook also lost his driver’s license for 45 days and must continue with any treatment for alcohol.

According to details from officials, on July 10 at approximately 10:30 a.m., a victim’s father contacted Somerset Police to report that he believed his daughter was the victim of domestic violence from the previous day, which resulted in her breaking her foot. When police arrived at the residence, the victim refused to speak to them about what had happened. Police, however, did encounter Crook outside the home. Police described him as being severely intoxicated. The defendant then passed out on the front steps, according to police. Somerset EMTs took him to Charlton Memorial Hospital, where he was later officially charged with two counts of assault and battery on a family or household member and one count of threat to commit a crime. While Crook was at the hospital, the victim in the case decided to speak with an officer and, according to police reports, said Crook had caused her broken foot, kicked her and threatened to kill her.

After being arrested at the hospital, a Fall River District Court clerk released him on personal recognizance and ordered him to appear in Fall River District Court for arraignment.

At some point, Crook was checked out of the hospital and on July 13 just after 3:30 p.m., he called 911 to report that he was in a car crash. However, he could not initially explain to dispatch where he was located. Police eventually figured out where Crook was located after a second call to 911. When Somerset Police arrived at the Riverview Inn and Suites parking lot on Route 103, Crook was sitting in his car with the vehicle running, according to police. When he got out of his car, police noted that he was noticeably stumbling. He then went on to describe being hit by a Nabisco truck, but police said his story did not match the damage to his car. Crook was given and failed several field sobriety tests. Somerset Police also found several half-consumed alcoholic drinks in his car. He was placed under arrest and held overnight for arraignment.

Crook remains on administrative leave pending an ongoing internal investigation by the Fall River Police Department and could also face discipline from the Massachusetts Police Officer Standards and Training Commission that oversees law enforcement.

    Wow anybody else would still be in jail, good job Fall River justice system no wonder no one takes the laws seriously.

      It has nothing to do with the Police or the court. If the victim refuses to testify, they can not go ahead with the case.

    Wow they really take care of their own. Rules for thee but not for me. No wonder why the police have such a crummy reputation. And an ‘ internal investigation? ” The police investigated the police and found the police of no wrongdoing.

        That’s actually not accurate. The prosecutor decides if they’ll charge regardless if the victim cooperates or not.
