City taking bids for major renovation of Fall River park

A Fall River park is expected to see major renovations and the work on those renovations are being put out for bid.

According to a notice put out by the City, the City of Fall River by and through the Department of Facilities Maintenance, located at One Government Center invites sealed bids from Contractors for the Aetna Street Playground Renovations.

The work to transform the park is estimated to cost between $190,000 and $220,000.

The work is expected to include at the minimum; the removal of the existing basketball court and the installation of a new bituminous concrete basketball court, new concrete sidewalk, new timber border around playground, replacing all playground equipment, new chain link fence and doublewide gate, and installation of a new bituminous concrete play court.

Sealed bids must be received by the Purchasing Department, Room 234, One Government Center, Fall River, Massachusetts 02722 no later than 11:00am on Wednesday, December 11, 2019 at which time the bids will be publicly opened and read aloud.

Sealed Bids shall be accompanied by a Bid Deposit that is not less than five percent of the bid amount and made payable to the Treasurer, City of Fall River. The deposit may be in the form of cash, certified check or a bank check issued by a responsible bank or trust company. If mailed, Bids shall be sent to the Purchasing Agent Room 234, One Government Center, Fall River, MA 02722 and received no later than the date and time specified above.

Solicitation packages will be available for pick-up beginning Wednesday, November 20, 2019, specifications and drawings, in the form of compact discs, at the office of the Architect, William Starck Architects, Inc., 126 Cove Street, Fall River, MA, 02720 each business day between the hours of 9:00am and 4:00pm. A deposit for Bid Documents is required in the form of a certified, business or cashier’s check in the amount of $40 per compact disc, payable to Treasurer, City of Fall River. This deposit will be refunded upon return of the compact discs in good condition within twenty days of the bid opening. Otherwise, the deposit shall become the property of The City of Fall River. Bidders requesting Bid Documents to be mailed to them shall include a non-refundable separate check for $35 per set, payable to William Starck Architects, Inc. to cover mailing and handling costs. All compact discs must be picked up or mailed.

The City of Fall River has established a policy to extend contract opportunities to Minority/Women Businesses. MBE/WBE Businesses are encouraged to participate.

A minimum combined MBE/WBE participation of 5% of the overall construction cost has been established for this project.

There will be no pre-bid walk thru. Interested parties are encouraged to visit the project sites at their convenience.

The successful bidder will also be required to comply with the provisions of Chapter 306 of the Acts of 2004 in regard to required OSHA approved safety and Health Training.

The Fall River Community Development Agency is a partner on this project; therefore the Davis-Bacon Act applies. Bids are subject to M.G.L. c. 30, § 39M and prevailing wage rates apply to this project as determined by the Massachusetts Department of Labor Standards and the US Department of Labor.

Bids are subject to bonding requirements and other bidding and contract requirements as set forth in the documents.

The City of Fall River reserves the right to reject any and all bids when doing so is deemed in the best interest of the City of Fall River.

The Department of Facilities Maintenance on behalf of the City of Fall River intends to award a contract within thirty working days.
