City of Providence settles with Portsmouth man for $11 million after moped crash involving police officers

The City of Providence has settled with a Portsmouth, RI man who was in a moped crash involving police officers.

The $11 million settlement was reached with Jhamal Gonsalves and his family.

Jude Kerrison of the law office of Karns & Kerrison issued the following statement after the announcement.

“Regarding the settlement of Jhamal Gonsalves’s case against the City of Providence: On behalf of Jhamal and his family, we are happy to resolve his case. This settlement should be able to provide for Jhamal’s needs for the rest of his life. This incident had a devastating effect on him and his family. This was a young man with the world at his feet and now he will require lifelong medical care and is unlikely to ever work again. Now that this matter has been resolved, Jhamal looks forward to moving on and determining his new path in life.”

The now 27-year-old Gonsalves suffered a critical brain injury and was in a coma from the October 2020 crash.

Several officers were disciplined in January of 2021 concerning the incident.

Officer Kyle Endres received a two-day suspension, the maximum that he could be suspended without pay.

Three other officers were given a verbal warning for not using their body cameras.

Two additional officers received future punishment concerning how witnesses were dealt with at the scene.

In October of 2020, Providence Police released body cam videos of the crash and the aftermath.

Mark Gonsalves, Jhamal’s father, previously stated that a civil lawsuit was filed charging the Providence Police Department with excessive force and physical brutality along with causing Jhamal to lose control of his moped and become severely injured.

    Hoodrat Jhamal was one of about 35 road-illegal ATV and Dirtbike riders terrorizing the streets of Providence in broad daylight …. riding on both sides of a major double-yellow line street and with full malice … intimidating and threatening innocent motorists.

    The various videos show the police vehicles merely trying to corral these domestic terrorists at least to the proper lane of the street so that innocent motorists (and pedestrians) traveling the other way were not killed or injured. This is an outrageous financial settlement by the City of Providence and will only encourage more lawlessness. It should of been litigated all the way through to a verdict and then if the verdict unfavorable to the City … appeal that verdict and damage amount … which usually goes favorable to a defendant municipality at least so far as a big reduction in damages awarded by the lower court. Either way, the total legal costs and damages would likely still be less than 11 Million. Providence Political leadership is weak and ineffective and scared of the insane activist groups destroying the city of Providence (and the USA) Mayor Buddy is rolling over in his Mausoleum.
