Next step in South Coast Rail completed by MassDOT

MassDOT filed a Final Supplemental Environmental Impact Report (FSEIR) for the South Coast Rail (SCR) Phase 1 Project on April 30, 2018. The document was filed with the Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA) as EOEEA No. 14346.

The FSEIR responds to written or electronic comments on the SCR Draft Supplemental Environmental Impact Report (DSEIR) dated January 31, 2018. In response to the Certificate on the DSEIR issued by the Secretary of the EOEEA on March 23, 2018, the FSEIR includes Responses to Comments and updated Draft Section 61 Findings.

After the Massachusetts Environmental Policy Act (MEPA) review of the FSEIR, MassDOT and the MBTA will respond to conditions of the Certificate and continue work on Phase 1 design and permitting. The agencies expect to achieve passenger service by the end of 2022. Phase 1 will construct 56% of the rail miles needed for the Full Build. According to MassDOT, it presents far fewer environmental impacts and permitting challenges and provides service to the South Coast eight years sooner than the Full Build. MassDOT remains committed to advancing the design and permitting of the Full Build project.
