City of Fall River, Police Department, City Council, announce actions to be taken after review of search warrant procedures investigation involving FRPD

The City of Fall River, in coordination with the Fall River Police Department and the Fall River City Council, has announced the completion of a comprehensive review of a prior investigation conducted by the City concerning search warrant procedures and the FRPD.

The joint statement stated that the “review was undertaken to ensure a thorough and objective evaluation of the facts, processes, and outcomes associated with the matter. While the original investigation did not recommend disciplinary action, a subsequent review of the circumstances identified actionable items that require attention within the Police Department.”

Specifically, the review highlighted the need for targeted policy updates and enhanced training to ensure continued alignment with best practices, accountability standards, and the expectations of the community we serve.

Additionally, the review identified concerns related to conflict-of-interest disclosures, adherence to procedures governing search warrant returns, and the professional use of departmental email systems.

“Although these findings did not change the overall conclusions of the original investigation, they underscored the need for clearer guidance, reinforced standards, and additional training.”

Acting Chief J.T. Hoar has initiated a comprehensive review of departmental policies related to conflict of interest, professional use of departmental email, and search warrant procedural oversight. This effort is focused on ensuring policies are clear, current, and aligned with best practices, while reinforcing accountability and consistency in their application. As part of this process, areas for improvement are being identified, supervisory expectations are being strengthened, and updated guidance, coaching, and training are being developed to support personnel moving forward.
