15 firearms, $175,000 and 5.75 kilograms seized in drug and firearms operation in Massachusetts

Officials in Massachusetts provided an update in connection with the shutdown of a large-scale drug trafficking and firearms operation announced on December 6.

According to Middlesex District Attorney Marian Ryan, Lowell Police Superintendent Barry Golner, Massachusetts State Police Colonel Christopher Mason and Special Agent in Charge of the Drug Enforcement Agency New England Field Division Brian D. Boyle, four additional individuals have been arrested and charged in connection with their role in the operation.

Garrett McCann, 23, of Lowell has been charged with possession of a large capacity firearm, trafficking in cocaine more than 100 grams, possession of a firearm without a license, possession of ammunition without a license.

Chad McCann, 29, of Lowell, has been charged with conspiracy to violate the drug laws, trafficking in firearms, carrying a firearm without a license, possession of a firearm without a license and possession of ammunition without a license.

Zaeqwan Rodriguez, 19, of Lowell, has been charged with conspiracy to violate the drug laws.

Luis Rosaly Febo, 38, of Lowell, has been charged with trafficking in fentanyl more than 10 grams, and conspiracy to violate the drug laws.

In total, the Lowell Police Special Investigations Section, Massachusetts State Police Detectives assigned to the District Attorney’s Office and agents from the Drug Enforcement Agency FIT team, in conjunction with several other agencies, executed dozens of search warrants during the investigation. These included 32 search warrants which were executed on December 6, 2022, including warrants to seize 9 motor vehicles and a bank account. An approximate total of the combined seizures from this investigation include:

-5.75 kilograms of cocaine
-538 grams of fentanyl
-16 grams of oxycodone pills
-90 grams Xanax pills
-21 grams methamphetamine Pills
-Over $175,000
-15 firearms

The following individuals’ charges have been updated to reflect the results of the ongoing investigation:

Hector Arriaga, 32 of Lowell – possession of a firearm in a commission of a felony, possess ammunition without a license, trafficking in cocaine more than 200 grams, trafficking in fentanyl more than 100 grams, possession of a firearm without a license, trafficking in fentanyl more than 10 grams, trafficking in cocaine more than 100 grams, trafficking in fentanyl more than 200 grams, trafficking in fentanyl more than 10 grams, trafficking in firearms, distribution of a Class B substance (cocaine), trafficking in cocaine more than 200 grams, trafficking in cocaine more than 200 grams, distribution of cocaine, conspiracy to violate the drug laws, conspiracy to traffic in firearms

Angel Castro Penaloza, 26 of Lowell – Distribution of a Class B Controlled Substance (cocaine), Possession with Intent to Distribute a Class B Controlled Substance (cocaine), conspiracy to violate the drug laws, trafficking Fentanyl over 200 grams (two counts).

Zachary LaPorte, 27 of Winter Haven, FL – – Trafficking in cocaine more than 200 grams, conspiracy to violate the drug laws

Rafael Mejias, 24 of Lowell -Trafficking Fentanyl over 10 grams, conspiracy to violate the drug laws (two counts), trafficking Cocaine over 36 grams, trafficking Fentanyl over 18 grams.

Ruben Torres, 22 of Lawrence – Trafficking Cocaine over 36 grams, trafficking cocaine over 100 grams, trafficking cocaine over 200 grams, distribution of a Class B controlled substance (cocaine).

Anthony Flores, 29 of Tyngsboro – Trafficking Fentanyl over 200 grams, possession of a firearm with a defaced serial number during the commission of a felony, possession of a large capacity firearm, possession of ammunition without a license, possession of a firearm without a license, conspiracy to violate the drug laws.

John Miller, 29 of Lowell – Trafficking cocaine over 200 grams.

Randall Tremblay, 31 of Lowell – Trafficking Cocaine over 200 grams, possession of a firearm without a license, possession of ammunition without a license, possession of a Class B substance (cocaine) and conspiracy to violate the drug laws.

Jason Pais, 31 of Lowell – Carrying a firearm without a license (two counts), distribution of a Class B Controlled Substance (cocaine), possession of a firearm during the commission of a felony, possession of a large capacity feeding device, possession of ammunition without a license, conspiracy to violate the drug laws, trafficking in firearms, possession of a large capacity firearm, trafficking in cocaine more than 36 grams.

Wanda Quinones, 54 of Tewksbury – Trafficking Cocaine over 100 grams, Trafficking Fentanyl over 36 grams, Possession with Intent to Distribute Class B Controlled Substances (cocaine, oxycodone, methadone, Suboxone), Conspiracy to Traffic Cocaine over 100 grams
Jesse Morales Martinez, 27 of Lowell – Conspiracy to violate the drug laws, trafficking Cocaine over 18 grams.
Benyalis Mejias, 22 of Lowell – Conspiracy to violate the drug laws.

Roberto Lopez, 32 of Lowell – Distribution of a Class B Controlled substance (cocaine), Trafficking in Fentanyl over 10 grams, Conspiracy to violate the drug laws.

David Sandoval, 31 of Lowell – Conspiracy to violate the drug laws, trafficking Cocaine over 200 grams, trafficking Fentanyl over 100 grams.

Isaiah Colon, 20 of Lowell – Conspiracy to violate the drug laws, possession of a Firearm without a license, possession of a firearm with a defaced serial number and possession of ammunition without a license.

Davis Ngoun, 22 of Lowell – Conspiracy to violate the drug laws, distribution of a Class B Controlled Substance (cocaine), distribution of a Class A Controlled Substance (Fentanyl).

Juan Troncoso, 19 of Lowell – Conspiracy to violate the drug laws.

Edwin “Junior” Frett, 39 of Lowell – Conspiracy to violate the drug laws, carrying a loaded firearm without a license, carrying a firearm without a license, improper storage of a firearm.

Raynel Hilario, 35 of Methuen – Trafficking Cocaine over 200 grams. Has been arraigned today in Lawrence District Court

Betsy Martinez, 46 of Lowell –Trafficking Cocaine over 100 grams.

Guelmin Manon, 35 of Lawrence – Possession with Intent to Distribute a Class B Substance (cocaine), Possession of Ammunition.
The prosecutors assigned to this case are Whitney Williams and Andrew Ineson
