RI man arrested on DUI on same day he went to court for separate DUI

On September 6 at approximately 3:30 p.m., South Kingstown Police Department arrested Herbert Bliven (age 51) of 10 Reardon Drive, Middletown, RI for suspicion of DUI (BAC Unknown) and Refusal to Submit to a Chemical Test. SKPD Captain Bucco observed Bliven operating in an erratic and unsafe manner after the suspect vehicle was reported by a good Samaritan for driving “all over the roadway” on Commodore Perry Highway (Route One) north bound near the Wakefield exit.

Bliven reported to police that he had been in court earlier in the day for a recent DUI arrest and “felt good” about the outcome of the court appearance. After court, Bliven stated that he went to the beach and then a bar before driving home.

Bliven was issued a summons for Laned Roadway Violations and Refusal to Submit to a Chemical Test, he will appear in RITT on September 17, 2018.

Bliven was arrested and processed at SKPD before being transported to Fourth Division District Court for the criminal charge of DUI (BAC Unknown). Bliven is being held at the ACI and has a Bail Violation hearing (for a Richmond PD DUI arrest) and a pretrial conference on September 12, 2018.
