Rhode Island State Police announce arrests from Woonsocket Operation Charlie Horse
Colonel James M. Manni, Superintendent of the Rhode Island State Police and Director of the Department of Public Safety, announces arrests as a result of investigation titled “Operation Charlie Horse” conducted by members of the Rhode Island State Police Intelligence Unit and the ACI-Special Investigations Unit.
During the investigation, twelve court-authorized warrants were executed for searches on vehicles, residences, electronic devices, and the Outlaw Motorcycle Clubhouse, located on Fabien Street in Woonsocket, Rhode Island.
The following items were seized:
1 pound of methamphetamine
52 sheets of LSD
16 vials of steroids
118 grams of cocaine
78 grams of crack cocaine
12 grams Fentanyl
Body Armor and
approximately $4000 U.S. Currency
The following individuals were arrested:
Allen Stilkey, age 50, Pawtucket, Rhode Island, a known full patch member of the Outlaws Motorcycle Club, is charged with (2) Counts of Possession With the Intent to Deliver a Schedule I Controlled Substance – Cocaine; Possession With the Intent to Deliver a Schedule I Controlled Substance – Methamphetamine; Possession of a Schedule I-IV Controlled Substance – Adderall; (2) Counts of Possession of a Schedule I Controlled Substance 1 ounce to 1 kilo – Cocaine; Possession of a Schedule I Controlled Substance 1 ounce to 1 kilo-Methamphetamine; Possession with Intent to Deliver Schedule III Controlled Substance-Anabolic Steroids; and Affidavit/Arrest Warrant-Conspiracy to Violate the Controlled Substance Act.
Kurt Charbatji, age 47, Central Falls, Rhode Island, a known full patch member of the Outlaws Motorcycle Club is charged with Possession of a Schedule I to V (LSD); Possession of Body Armor; Intimidation of a Witness; Obstructing the Judicial System; and Conspiracy to Violate the Controlled Substance Act.
Carlos Garcia, age 51, Woonsocket, Rhode Island, who is not a known member of the Outlaws Motorcycle Club, is charged with Possession With the Intent to Deliver a Schedule I Controlled Substance 1 Ounce to 1 Kilogram – Cocaine; Possession With the Intent to Deliver a Schedule I Controlled Substance – Fentanyl; Affidavit/Arrest Warrant – Domestic Violence Prevention-Violation of a No Contact Order; and Conspiracy to Violate the Controlled Substance Act.
