This was an isolated incident over an argument. He purposely hit this man. It wasn’t an accident and then the person gets scared and leaves or leaves because of not having insurance or a valid drivers license. He knew exactly what he was doing and should be punished accordingly. Not that hitting someone and leaving in any situation should be validated but when you intentionally run someone over you have to be sick in the head and should be charged for murder just as you would be if you killed someone from shooting them, stabbing them, strangling them, drowning them or however else. This is horrible.
