A Portsmouth man was arrested in Fall River and is facing several charges.

On Tuesday May 2 at approximately 4:00 p.m., Officers were dispatched to Massachusetts Blvd in Portsmouth for the report of a Larceny. Upon arrival and according to the witnesses, a male party later identified as Edward Francis was observed taking a generator and lawn mower out of a shed and placing it in a vehicle. The property was later recovered at a Fall River pawn shop.  The seller was identified as Francis. A warrant was issued for Francis’ arrest.

On Friday May 4 at approximately 3:15 p.m., Officers were dispatched to Kensington Avenue in Portsmouth for the report of a stolen vehicle. Upon arrival, the resident reported that Francis broke into his home, took keys to several vehicles, and left the area in the resident’s vehicle. In the early morning hours of May 6, the resident who had the vehicle stolen, reported that the vehicle had been returned. However, another vehicle that he owned had been stolen. A BOLO was sent out to Fall River Police and Francis was apprehended in the stolen vehicle, after being observed sleeping in it. Francis was charged in Fall River as being a fugitive of justice based on the Portsmouth Police warrant.

On May 17, Francis was transferred from the Bristol County Jail in Dartmouth to Portsmouth Police by the RI Sheriff’s Office. Francis was arraigned on May 18 in 2nd District Court.

Francis also faces additional charges in a robbery in Central Falls Rhode Island.
