Parents arrested after allegedly leaving 14-month-old child in vehicle unattended with no heat

Two were arrested on Saturday after allegedly leaving a young child unattended.

According to Colonel Michael J. Winquist, at 6:40 p.m., officers responded to Burlington Coat Factory, located at 310 Garfield Avenue in Cranston, for an infant/child left unattended in a vehicle.

A witness reportedly heard screaming in the vehicle and didn’t see any supervision. The vehicle was also unlocked. The witness immediately contacted police who responded to investigate.

Winquist stated that the investigation determined that Tatiana Lowrie, 21, of 11 Eagle Street Apartment 260, Providence, RI and Marvin Bastien, 35, of 11 Eagle Street Apartment 260, Providence, RI left their 14-month-old child in their unlocked vehicle with no guardian or supervision present and without heat for over thirty minutes while they shopped.

Bastien and Lowrie were arrested and charged with cruelty to or neglect of child.

DCYF was notified, according to Winquist, and responded to make arrangements for temporary custody of the child.

“Without an alert witness, this could have been a very different situation given the risks these parents took.”
