Strother is current incarcerated.  The first girl was waiting for a friend at the corner of Broadway and Bayview Avenue on February 27 at 8:19 a.m. The girls were going to walk to school together, but when a man in a red Camry wearing no pants drove by, she ran away. He was “waving his private parts at her.” Officers did not find the car after a search.

Two other girls were walking home together when a red Camry drove along Kay Street and stopped at every intersection on their way home. According to the girls, the driver had one hand on the wheel.
