Immigration and Customs Enforcement announces arrest of Cambodian national released by Massachusetts Parole Board after murder of rival gang member

A Cambodian national previously convicted of murder in Massachusetts is reportedly in ICE custody.

According to Immigration and Customs Enforcement, on Tuesday, ICE Boston arrested Phai You, a criminal illegal alien and confirmed gang leader from Cambodia.

On October 5, 1995, in Middlesex Superior Court, Phai You pleaded guilty to the second-degree murder of Bunra Oeur, a rival gang member, and was sentenced to life in prison with the possibility of parole. You also pleaded guilty to unlawful possession of a firearm and received a 3-5-year concurrent sentence.

In 2021, the Massachusetts Parole Board released You to ICE due to having a detainer. ICE Boston states that he was then released by the Biden Administration.

The Board noted that You’s renunciation from the gang was accepted by the Department of Correction in 1998. He had completed several programs to include Jericho Circle, Alternative to Violence, Restorative Justice Retreat and Victim Offender Education Group. He also remained active in Prison Fellowship, bible study, NA/AA and completed the course work for a Commercial Driver’s License.
