Massachusetts DCF sent foster inquiry letter to Level 3 Sex Offender for child of his former victim

The Massachusetts Department of Children and Families reportedly sent a letter last month to a registered Level 3 Sex Offender asking whether he would consider fostering or assisting with the placement of a 2-year-old girl, the daughter of the same minor who was his victim.

Now 45-year-old Michael Carr of Salem was convicted in December of 2020 in Salem Superior Court to one count of Indecent Assault and Battery on a Child Under 14, three counts of Posing a Child in a State of Nudity or Sexual Conduct, and two counts of Dissemination of Matter Harmful to Minors. Court records and contemporaneous reporting show he coerced a then-14-year-old girl into sending nude photos and explicit videos. He had a caretaking role in the girl’s life at the time. Carr was sentenced to state prison.

Carr has since been released from prison and has not been accused of any wrongdoing since.

According to Salem News, family members were alarmed after the Department of Children and Families apparently sent Carr a letter asking if he would consider becoming a foster parent for the child of his victim.

Carr is barred from being a foster parent due to his status and the transaction never came close to fruition as Carr alerted the family of the letter, but it makes you wonder how the blunder took place and what actions, if any, were taken.

DCF did not respond to Salem News request for comment.
