Rhode Island State Police arrest 21 in drug, crime ring dubbed Operation Heat
Colonel James M. Manni, Superintendent of the Rhode Island State Police and Director of the Department of Public Safety, announces that members of the Rhode Island State Police High Intensity Drug Trafficking Area (HIDTA) have culminated an investigation, “Operation Heat”, with multiple arrests of individuals connected to a group of violent criminal associates. These arrests are the result of a long-term court authorized Title III Wire Intercept investigation led by the Rhode Island State Police HIDTA Task Force. The Rhode Island Office of Attorney General, Drug Enforcement Agency (DEA), Homeland Security , Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Providence Police Department worked jointly on this long term investigation.
It is alleged that Janssye Toucet, age 32, of 1775 Bicentennial Way, North Providence, Rhode Island, was involved in the transportation, possession, and use of numerous illegal firearms and organized, orchestrated, and conspired to execute the shooting of rivals, including two recent shootings in the City of Providence, as well as directing the distribution of illegal narcotics.
The first shooting occurred on May 20, 2019 at Club Seven, 114 Spruce street, Providence, when two people were shot and suffered non-life-threatening injuries.
The second shooting occurred on June 16, 2019 in the area of El Patio Night club on Public Street in Providence resulting in non-life-threatening injuries to one person. Multiple gunshots were fired on each of these occasions.
During this investigation, forty-five court authorized search warrants were executed on vehicles, residences and electronic devices which resulted in the seizure of four (4) firearms, thirteen vehicles, $48,315 in U.S. currency and illegal controlled substances to include cocaine, heroin, and fentanyl. A total number of eighteen thousand seven hundred and ninety four (18,794) calls and SMS messages were intercepted during the course of this investigation.
As a result of their investigation into both shootings and additional criminal acts by Janssye Toucet and his associates, members of the HIDTA Task Force have arrested the following individuals on the following charges:
