Massachusetts man facing animal cruelty charges after alleged disturbing treatment of his 9 dogs

A Massachusetts man is facing some disturbing charges, authorities say.

According to police, on Friday Webster Police Officers arrested Lehi Pichardo, 34, of 32 Ash St., Webster on a felony warrant for 9 counts of Cruelty to Animals.

On August 4, 2025, Pichardo was the subject of an investigation conducted by Webster Police Officer Joshua Collins and Animal Control Officer Desiree Roussin into the alleged neglect of 9 French Bulldogs at his residence. After a tip and subsequent investigation, ACO Roussin and Officer Collins discovered the animals living in very poor conditions both inside and outside of the residence. The animals were in poor health and did not have food or water readily accessible. The animals were not properly licensed, and it could not be determined whether they were up to date on vaccinations. Pichardo did not possess the requisite kennel license to possess the nine 9 animals. As a result, the animals were removed from the residence by Webster Animal Control and Webster Police sought charges through the Dudley District Court.

The animals have since been and continue to be treated at Tufts University School of Veterinary Medicine and local Veterinary Hospitals. In between treatments, the animals are being cared for by Webster Animal Control.

Pichardo was arraigned at Dudley District Court and subsequently released on bail. He is presumed innocent until proven guilty in a court of law.
