Fall River woman arrested for DUI with 5-year-old in the car, Dartmouth, Smithfield, Bristol, Brockton residents also facing charges

Portsmouth, RI — Over the weekend, Portsmouth Police officers made several alcohol-related arrests during proactive patrols and while responding to calls for service. The incidents included arrests for driving under the influence of alcohol and/or drugs with one involving a driver with a 5-year-old passenger. Additionally, one individual was arrested for consuming alcohol in public and obstructing officers during the investigation.
On May 10, 2025, at approximately 2:20 a.m., officers observed a vehicle traveling at a high rate of speed in the area of West Main Road near Russo Road. The vehicle was stopped, and the operator was identified as Olivia Fryzel, 27 years old from North Dartmouth, MA. Fryzel exhibited multiple signs of intoxication and was arrested for DUI of Liquor or Drugs 1st Offense with a BAC of .10-.15.
On May 10, 2025, at approximately 10:18 p.m., officers observed a vehicle committing moving violations in the area of Route 24 North near Freeborn Street. The vehicle was stopped, and the operator was identified as Matthew Roethlein, 23 years old from Smithfield, RI. Roethlein exhibited multiple signs of intoxication and was arrested for DUI of Liquor or Drugs 1st Offense with an unknown BAC.
On May 11, 2025, at approximately 5:36 p.m., officers responded to the intersection of Bristol Ferry Road and Boyd’s Lane for a report of a motor vehicle crash. The crash was between two vehicles and there were no reported injuries. Witnesses on scene observed that one of the operators involved in the crash, later identified as Angelo Oliveira, was exhibiting signs of intoxication. The Portsmouth Police Department confirmed the observations and at approximately 5:52 p.m. arrested Angelo Oliveira, 68 years old from Bristol, RI, for DUI of Liquor or Drugs 1st Offense with an unknown BAC.
On May 11, 2025, at approximately 6:13 p.m., an officer from the Portsmouth Police Department was at Patriot Petroleum (2340 East Main Road) investigating a motor vehicle crash. While on scene, police dispatch had received a separate 911 call regarding an erratic operator that struck the curbing and was pulling into the lot at Patriot Petroleum. The officer observed the vehicle in question attempting to exit the lot and was able to stop the vehicle. The operator of the vehicle was identified as Christina Santos, 27 years old from Fall River, MA, and inside the vehicle was a 5-year-old juvenile passenger. Santos exhibited signs of intoxication and at approximately 6:39 p.m., was arrested for DUI of Liquor or Drugs (unknown BAC) with a child under the age of 13 as a passenger.
In addition to the above noted DUI cases, on May 9, 2025, at approximately 7:25 p.m., officers responded to the area of Railroad Avenue near the Sakonnet Bridge following a report of individuals consuming alcohol. Upon arrival, they observed multiple open containers of alcohol. One individual, identified as Alector Soares, 42 years old from Brockton, MA, refused to provide his name, exhibited clear signs of impairment, and was found to be violating the town ordinance. The Portsmouth Police Department arrested Soares, for Obstructing an officer in execution of duty and for town ordinance violation-Consumption of alcohol in parks and on beaches.
