BROCKTON– Plymouth County District Attorney Timothy J. Cruz announced today that a third suspect, previously unidentified, in a fatal Brockton shooting from last year has been arraigned following key investigative advances that resulted in his arrest.

Victor Oliveira, 22, was taken into custody without incident at his Brockton home yesterday. He appeared this morning in Brockton District Court, facing charges of first-degree murder, carrying a firearm without a license, carrying a loaded firearm without a license, assault and battery with a dangerous weapon, possessing ammunition without a firearm identification card, and discharging a firearm within 500 feet of a building. Oliveira was ordered held without bail.

His co-defendants, Govanni Carapinha, 25, and Marcus Miranda, 21, were arraigned on related charges in August and remain in custody without bail.

The shooting took place around 11:51 p.m. on Wednesday, July 24, 2024, when Brockton Police responded to 911 calls reporting gunfire near a residence on Vesey Street. Officers found 22-year-old Romualdy Pierre-Charles shot multiple times in the rear of the home; he was pronounced dead at the scene.

Brockton Police contacted Massachusetts State Police to begin the investigation. Surveillance footage from the area captured three individuals in black clothing approaching the residence before the shots rang out. Eleven projectiles were recovered from the victim, and numerous shell casings littered the scene. During the incident, Carapinha suffered a leg wound. Miranda and a then-unidentified male—later determined to be Oliveira—assisted Carapinha into a gray Infiniti and drove him to Boston Medical Center, where hospital cameras recorded Miranda and Oliveira wheeling him inside.

Authorities pinpointed Oliveira as a suspect after a fingerprint on the Infiniti matched his records, leading to his arrest.

Oliveira is next due in court on February 12 for a pre-trial conference.
